In recent decades, the number of migrants in Chile has tripled, leading to greater awareness of their significance and the impact they have on society, the economy, and the country’s political agenda. Despite these developments, migration law in Chile is still evolving. Since the first edition of this manual was published, significant changes have taken place within the Chilean migration legal framework. It has been more than two years since Law No. 21.325 was enacted and over a year since it came into force, bringing both continuity and radical changes compared to the previous period. Understanding and critically analyzing these shifts is essential, and in this context, the manual serves—and will continue to serve—as a reliable and up-to-date reference for the development of migration law.
This text is a tool to guide its readers through a new landscape: the regulation of migration in our country, which remains largely unfamiliar. Therefore, it will not only help teach migration law, but also enable its application in various scenarios. Whether as a migrant, a legal practitioner, a public authority, a policymaker, or a decision-maker in administrative and judicial processes, this manual will be useful across different fields and roles.
